The Savings and Credit Cooperative Union League of Tanzania (SCCULT) continues to advance digital transformation within the SACCOS sector through the SOMA – SACCOS Operation Management and Automation System.
SOMA is designed as an integrated digital solution that supports SACCOS in managing their day-to-day operations more efficiently, transparently and securely. The system brings together key operational areas including member management, shares, savings, deposits, loans, repayments, financial transactions and reporting within one digital environment.
Through SOMA, SACCOS can maintain accurate member records while improving visibility of members' financial activities. The system supports the management of savings and shares, loan applications and approvals, loan repayments, income and expenditure, as well as financial and operational reporting.
One of the important benefits of digitalizing SACCOS operations is the ability to reduce reliance on manual processes. Digital workflows can improve the accuracy and availability of information while supporting management and leadership in making decisions based on timely operational and financial data. SCCULT describes SOMA as a system intended to eliminate paperwork, improve data transparency and provide real-time information for decision-making.
Strengthening Financial Management
SOMA provides functionality for financial operations, including transactions, income and expenses, cashbook and general-ledger-related activities. Role-based controls and approval workflows are intended to strengthen operational accountability and provide an audit trail of activities performed within the system.
This approach can help SACCOS establish clearer processes for handling financial information while improving access to reports required for monitoring institutional performance.
Supporting Loan Management
Loan management is another important area supported by SOMA. The system provides functionality covering loan applications, approvals and repayments, helping SACCOS manage the loan lifecycle within an integrated platform.
By bringing loan information together with member and financial records, SACCOS can improve visibility of outstanding obligations, repayments and related financial activities.
Security and Accountability
SOMA incorporates security-oriented controls including user roles, OTP mechanisms, approvals and audit trails. These controls are intended to help institutions manage access to sensitive information and maintain accountability over system activities.
SCCULT's ICT services also highlight cybersecurity, backups and data protection as important components of digital systems supporting SACCOS.
Building a Digital Future for SACCOS
The move toward computerized operations is increasingly relevant to SACCOS in Tanzania. A 2026 study on computerization adoption in Tanzanian SACCOS identified sensitisation, situational assessment and computerization adoption as important components of a practical adoption framework.
Through SOMA, SCCULT's digitalization initiative seeks to provide a shared Core SACCOS System that can support the modernization of cooperative operations and improve service delivery to members. The 2024 SACCOS Annual Performance Report also described the SOMA project as an initiative to establish a shared Core SACCOS System for digitalizing SACCOS operations.
SOMA is therefore more than a digital record-keeping platform; it represents an important step toward more integrated, transparent and efficient SACCOS operations.
